			<content:encoded><![CDATA[<p>A retired civil servant Mr. Sultan Khalid Masud Khattak from Karachi had expressed his views under the above topic in The Daily Dawn on August 27, 2011 in &#8220;Letters To Editor&#8221;</p>
<p>It is in reference to the controversial bestowing of (Pakistan) civil awards on August 14, 2011.</p>
<p>&#8220;I must add here that not only were a number of awards indiscreetly conferred, medals were also awarded to a few serving civil servants in violation of the rules. The rule disallows the conferring of orders of Nishan, Hilal, Sitara etc; on serving civil servants. I myself was recommended twice for Sitara-i-Imtiaz and that too at the behest of the then President of Pakistan.</p>
<p>Hence, if a law is debarring civil servants from getting civil awards; exists, it must be adhered to and if considered appropriate, courts could take notice of this violation.</p>
<p>My advice to those who have been taken aback by the August 14, 2011 medals issue is to sit back and  enjoy the ride because as long as the present state of anarchy continues in this country, you can be assured of even more dazzling and shocking fiascos.</p>

			<content:encoded><![CDATA[<p style="text-align: left;" align="center">In an impressive ceremony held in the Embassy of Pakistan, on 23<sup>rd</sup> March 2009, the Ambassador of Pakistan to Germany, Mr. Shahid Kamal presented the President’s Award of Pride of Performance conferred on late Dr. Ursula H. Schmitz, to her brother Dr. Klaus-Peter Schmitz, says a press release received here from Berlin-Wilmersdorf.</p>
<p>Dr. Ursula H. Schmitz breathed her last on August 11, 2009, only 03 days before the President’s Award was announced on the 63<sup>rd</sup> Independence Day of Pakistan on August 14, 2009.</p>
<p>Dr. Ursula H. Schmitz worked in the Mission Hospital, Tank in North West Frontier Province for 23 years. She had not only left voluntarily her motherland and family to serve in Pakistan without any remuneration. She saved precious lives of those who sustained injuries in clashes between law enforcement agencies and extremists during 2007. She served the needy people in a selfless and exemplary way.</p>
<p>In recognition of her outstanding and dedicated services for the poor and sick people, the Islamic Republic of Pakistan conferred on her the President’s award of “Pride of Performance” in 2009.</p>
<p>Addressing the participants of the ceremony, the Ambassador said that late Dr. Ursula H. Schmitz served relentlessly and selflessly the sick and the poor far away from her homeland. The people of Pakistan would always remember her for her devotion and commitment to serve the people and alleviate the sufferings of those who needed help.</p>

			<content:encoded><![CDATA[<p>ISLAMABAD: On the occasion of Independence Day, 14th August 2007, the President of the Islamic Republic of Pakistan has been pleased to confer the following Civil Awards on 154 citizens of Pakistan and 17 Foreign Nationals for excellence in various fields of activities.   The investiture ceremony will take place on the Pakistan Day, 23rd March 2008, an official announcement said on Monday.</p>

<p>1) Ms. Arfa Karim Randhawa (ارفع کریم رندهاوا) :: She is the youngest recipient of this award. She was a Pakistani student and computer prodigy,  who in 2004 at the age of nine years became the youngest Microsoft Certified Professional (MCP) in the world, a title she kept until 2008. (2 February 1995 – 14 January 2012)</p>
